Analysis of fixed-mobile substitution driving industry reshuffling in China.
In 2007, China’s mobile operators increased their dominance of the country’s telecommunications market by acquiring on average more than 7.1m new customers per month. In contrast, the fixed-line operators had a difficult year, losing close to 6m subscribers by the end of the year. As in other markets, operators in China are becoming profoundly affected by fixed-to-mobile substitution, a trend driven by decreasing mobile tariffs, new attractive packages, improved quality of service and the additional capabilities that mobile phones provide when compared with fixed devices. This substitution trend, and its effect on China’s service providers, is causing regulators to consider a significant industry restructuring that would pass certain mobile assets into the hands of struggling fixed-line carriers. The main objective of the reshuffling is to ensure that China remains on a path of aggressive telecom service development ? a prospect that was coming under threat given increasing consolidation ? through the expansion of services to rural areas and the addition of products and services. In Part one of this two-part series on China’s industry reshuffling, we focus on the effect of FMS on the Chinese market and its contribution to the new proposed industry structure, which Part 2 will cover in more detail.
