Key Insights On The Telecomunications Sector of the United Kingdom

The UK telecoms market remains one of the most dynamic in Europe. In recent quarters, we have flagged up the broadband sector in particular as an area of opportunity, with numerous new entrants, significant merger and acquisition (M&A) activity, and rapid take-up of services. Incumbent operator BT announced in early January that the number of connections on its broadband network had reached 10mn, double the target that it set itself five years ago. Based on this and signals from other operators, BMI believes that the broadband market reached our forecast of 13.5mn subscribers at year-end 2006, which represents annual growth of almost 37%. BT added 700,000 connections during the final quarter alone, although many of these were accounted for by alternative and local loop unbundling operators, such as Carphone Warehouse, Orange and Pipex. By 2011, BMI forecasts broadband penetration to rise from its current level of around 22% to 35%.

But some of the most interesting developments in the UK market over the past quarter have been regulatory in nature. In the broadband market, national regulator Ofcom has announced plans to facilitate the process of switching from one provider to another. From February 2007, all broadband service providers will be obliged to provide customers with a MAC code upon request, which enables them to move to a rival operator.

In the mobile sector, operators have been under pressure with regards to 3G services. In November 2006, the European Commission (EC) claimed that UK mobile operators were overcharging customers for calls as a means of recouping the cost of their 3G investments. The EC urged Ofcom to seriously rethink its support for the current level of call termination rates levied by the UK’s five network operators, O2, TMobile, Vodafone, Orange and Hutchison 3G. Meanwhile, Hutchison 3G has voiced complaints that its rival are failing to meet the high targets for 3G network coverage set out at the time of 3G licensing. Operators are required to achieve 80% population coverage by the end of 2007, but so far Hutchsion 3G is the only one to have met the target. Should Ofcom decide to crack down on the issue, operators could be forced to up their capex plans in order to hit their targets.

Meanwhile, Ofcom has announced plans to auction a swathe of new spectrum. The regulator opened a consultation on the plans in December, with an auction likely to take place later this year. Although the spectrum is part of the ‘3G expansion band’, Ofcom is pursuing a technology-neutral approach, meaning that bidders will be free to use it in whatever way they choose. BMI believes that parts of the spectrum could be used for the development of other wireless internet technologies such as WiMAX.
